CMC to Charge Full On-Campus Costs for Study Abroad

 

Freshmen were just informed of a major shift in off-campus study policy by Dean of Faculty Greg Hess. Effective July 1, 2010, students going abroad will have to pay full CMC attendance costs–tuition, room, board, etc–not the program costs. In the past, studying abroad was as cost-saving opportunity for some, mostly those going to Latin and South America, offering savings near $10,000 (for example, IES Argentina is roughly $16,000, whereas CMC is almost $25,000, per semester). At a minimum this will change; its impact on enrollment, off-campus study, and campus life remains to be seem. The full email is available below.

I understand this is a very busy time of year; however, I want to share this information with you before you leave campus for your summer endeavors. This information may assist you in your future academic planning.

Effective July 1, 2010, all CMC off-campus study students will pay CMC tuition, room, and board, regardless of study site or program costs in order to receive CMC credits for graduation. The Associated Students fees will not be charged for abroad or exchange programs.

Claremont McKenna College has always had a very unusual off-campus study cost policy compared to our sister schools and the majority of other small private schools. We have traditionally charged the program cost for study abroad, and not CMC home-school costs. CMC’s implementation of this new off-campus cost structure puts CMC more in line with our peer institutions; additionally, it ensures that all students have access to the same academic integrity and equal opportunities regardless of socio-economic status, whether studying at CMC or off-campus through study abroad, on the Washington Program or on any approved CMC domestic exchange.

Under the new policy CMC off-campus study costs will be billed in the usual manner, and will cover: the off-campus academic program, room and board, pre-departure workshops, evacuation insurance through the International Student Identity Card, a travel allowance towards the cost of round-trip transportation from Los Angeles to the program site, administrative costs incurred by CMC for each semester (i.e. Offices of the Registrar, Financial Aid, Student Affairs, Student Accounts, Academic Advising, Digital resources provided by the Libraries of the Claremont Colleges, etc.) and, in some cases, an allowance towards local transportation costs. Many programs include health and accident insurance in the program cost. If health and accident insurance is not covered in the program cost, an allowance may be awarded to the student to secure this insurance. The CMC off-campus study costs exclude room, board, and travel during vacation periods and weekends.

What this means for the rising sophomore class is that, should you study off-campus spring 2010, your semester costs will be under the current policy i.e. you will be charged specific program costs and program suggested expenses. Should you study off-campus after July 1, 2010 (i.e., for the rising sophomore class, during your junior year, whether fall 2010, spring 2011 or AY 2010-2011, or any time after that), you will be charged the CMC tuition, room and board.

As is our current policy, financial aid will continue for eligible students during the time off-campus on an approved program. Students will continue to receive federal and state aid as well as private and merit scholarships and up to 100% of CMC grants, not to exceed the costs of a semester (or full year) at CMC. Your family will continue to receive billing statements by CMC, which will detail the comprehensive fee charged for studying off-campus as well as any expected or actual financial aid for which you are eligible to receive. Students on payment plans may request continuation of the service while studying off-campus.

Students studying through CMC off-campus study should expect to personally pay for passport and visa fees, cost of medical examinations and immunizations, and refundable security/damage deposits. On site, students pay for personal needs such as: books, supplies, clothing, medical charges, laundry, postage, recreation, entertainment, phone bills, snacks, and weekend or holiday travel. These costs are likely to be higher than in Claremont and costs may vary considerably from site to site.

    This is absolutely absurd. The only reason I'm even going abroad is that it's the only way I can afford to stay at CMC and graduate with my class. Study abroad porgrams are excellent because they allow a break from CMC's astronomical tuition. I'm blown away by their "reasons" for doing this. The first reason they give is that all their peer institutions are overcharging their students for the services that are rendered to them so CMC should too. As for this nonsense about providing equal opportunities to all socio economic classes, that cannot be a justification at all. The current policy provides equal opportunity for anyone to go abroad no matter your income. As it stands now with financial aid you will never pay more to go abroad than you do to go to CMC. The opportunities to study abroad are already equal. This plan hurts those who are stuggling to pay tuition, have very little aid and for whom the extra costs of going abroad, costs which this memo explicitly lists, will put study abroad out of reach. This policy will not effect those on signifigant aid or those for whom CMC tuition isnt a problem but it will squeeze the hell out of those of us in the middle. I realize that CMC ha budget shortfalls but this is not a fair way to patch them.

    This makes all programs more fair. I had to go abroad for my IR major to Europe and it was MORE expensive than a semester at CMC. I would have loved to pay tuition for CMC rather than my uber-expensive European program. Besides, you shouldn't be going abroad to save money. You chose CMC. It's expensive. Regardless of your financial situation, get over it.

      Only two or three approved study abroad programs cost more than CMC's tuition. Almost 100 cost less. This will seriously harm the ability of many CMC students to study abroad. It's also palpably unreasonable. The student is not at CMC, and is not using CMC resources. Why should he or she pay CMC tuition?

      Oh, that's right; it's because CMC can get away with it.

      I had a lot of respect for CMC's study abroad policies, because they stood on principled ground. Now they've joined the unprincipled pack. It's a disappointing turn of events.

      I'm not sure if Quit Complaining is right...The way they described it when we went abroad is that you would never have to pay more than what you were paying for CMC. I guess this might not have been the case if you were paying full tuition.

      I fail to see how this makes it more fair. Your program cost more than CMC tuition because you were not on financial aid. If you had financial aid CMC would have issued you a disbursement to cover the difference between CMC full tuition and your program cost. The new system if anything, would make it less fair. Students going to LSE or Oxford or any number of other programs that have total costs of upwards of $25,000/semester would have their tuition subsidized by the gains CMC is making by charging kids going to South America $10,000 more than their program cost.

      I cannot imagine that students who are abroad incur significant costs to CMC. It is my understanding that our enrollment takes into consideration the typical number of students who go abroad so its not like students who are abroad are taking up a slot at CMC that could be filled by a paying student.

    okay- this is ridiculous.

    basically, as i read this, CMC is going to charge us more without covering any additional costs of studying abroad.

    im studying abroad at the university of melbourne this semester (which is awesome, by the way- if you're considering it, absolutely come) and i thought i was saving a significant amount of money by going abroad.

    turns out, my CMC approved program includes room, but not board. would I now be required to pay CMC for my board while not actually receiving it (and thus paying for it twice)?

    on top of that, there are ENORMOUS costs associated with living long-term in a foreign country.

    needless to say, the costs of studying abroad are ALREADY prohibitive to many students, and taking this step just makes me sick to my stomach. CMC, feeling the pressures of budget cutbacks itself, should be becoming more sensitive to its students in fragile financial situations, not unduly taking away their opportunities for a formative educational experience. this is completely inconsistent with every encounter ive ever had with the CMC administration before and i can find no other way to describe my reaction than to say that i feel betrayed.

    Great, now everyone is going to go to f**king Europe. That's so g*d d*mn boring. If there's no incentive to go someplace risky, why the hell would anyone do it? South America wasn't terrible, but if I was paying full f**king tuition I never would have gone.

    This is a giant middle finger that the administration is sending to everyone that wanted to study abroad. I feel really bad for generations to come at CMC, because now our study abroad system is just as crappy as every other school's.

        Has anybody actually heard of tuition/fees going down? By the way, people in the Office of Off-Campus Study could not give a firm answer beyond just saying "the general fund." They maintain that increased revenue did not affect the decision, although that seems unlikely.

    Even under CMC's previous policy that charged students only the program fees, some study abroad programs were a hidden scam. I felt like I was seriously shortchanged by the study abroad program that I choose. It half-assed everything it did for us and was pretty close to a total waste of an academic semester. The study abroad office promotes study abroad assuring students that it will be a hard but life-changing experience. Sure, it was hard, and fun at times, but was it worth $25K? Definitely not.

    To those students considering studying abroad: do plenty of research. Figure out what exactly your program fee covers. A semester of transportation and lunch expenses adds up quite quickly, in addition to travel and nightlife. So, while a program seems(ed) like a good value because it is(was) cheaper than CMC, keep in mind that you will spend a lot more on supplemental items.

    It seems ironic that as the College is trying to increase enrollment, it decides to discourage students from studying abroad which will decrease the amount of available space on campus.

    CMC, come on. This is SUCH weak sauce. I understand that you need to find money and cut costs but don't do it like this. The deceit isn't necessary. Don't try and tell me this will save me money. Not while I'm forking over 51k next year.
